海南自由贸易港建设中的人才培养问题研究
摘要：海南自由贸易港是国家重大战略，需要聚集各类优秀人才，实现高质
量发展。人才培养是海南自由贸易港建设的重要支撑，也是海南自由贸易港法的
重点内容。本文从人才培养的理论和实践角度，分析了海南自由贸易港建设中的
人才培养问题，探讨了海南自由贸易港人才培养的目标、路径、机制和保障措施，
提出了海南自由贸易港人才培养的创新思路和建议。本文认为，海南自由贸易港
人才培养应坚持“双轮驱动”战略，即培养本土人才和引进外来人才相结合，以
市场需求为导向，以产教融合为模式，以制度创新为动力，以服务保障为基础，
构建开放包容、多元协同、高效便捷的人才培养体系，打造国际化、专业化、高
水平的人才队伍，为海南自由贸易港建设提供强有力的人力资本支撑。本文的研
究对于深化海南自由贸易港人才发展体制机制改革，优化海南自由贸易港人才生
态环境，推动海南自由贸易港高水平开放发展具有重要的理论和实践意义。

Research on Talent Cultivation in the Construction of Hainan Free
Trade Port
Abstract: Hainan Free Trade Port is a major national strategy that requires the
gathering of various outstanding talents to achieve high-quality development. Talent
cultivation is an important support for the construction of Hainan Free Trade Port and
a key content of Hainan Free Trade Port Law. This article analyzes the issue of talent
cultivation in the construction of Hainan Free Trade Port from the theoretical and
practical perspectives of talent cultivation, explores the goals, paths, mechanisms, and
guarantee measures of talent cultivation in Hainan Free Trade Port, and proposes
innovative ideas and suggestions for talent cultivation in Hainan Free Trade Port. This
article believes that the talent cultivation of Hainan Free Trade Port should adhere to
the "dual wheel drive" strategy, which combines the cultivation of local talents with
the introduction of foreign talents, guided by market demand, driven by the
integration of industry and education, driven by institutional innovation, and based on
service guarantee, to build an open, inclusive, diverse, collaborative, efficient and
